The California Highway Patrol is being ordered to provide law enforcement services to more and more incorporated cities as those cities' police officers flee incompetent management and leadership. Gavin Newsom's own policies and those of his super majority party in California have led to out-of-control crime, and now he wishes to be seen as the savior from the disaster he is significantly responsible for.
